Oakwood Construction Company, a Michigan corporation, was incorporated in May 1991.  Oakwood Construction Company was established to provide outstanding development and construction services for multiple dwelling apartment complexes in locations across the United States.  It provides overall construction services including the preparation of construction budgets, negotiations with and selection of subcontractors, preparation and approval of all contracts, supervision and coordination of the ongoing construction, and preparation of draw requests.  Oakwood’s efficient and highly motivated and qualified group of professionals, with prior experience in the construction of all types of housing, produces apartment projects within strict time and budget constraints.


Each project Oakwood constructs has a full-time Construction Superintendent who is responsible for the day-to-day construction management and reporting to the main Oakwood office. Oakwood has extensive experience in developing and constructing projects financed by The Department of Housing and Urban Development (HUD) and Michigan State Housing Development Authority (MSHDA).  Oakwood is knowledgeable of the Davis Bacon Prevailing Wage Requirements and has successfully complied with strict Equal Opportunity Employment Plans.


Craig Moulton, President, is the owner of Oakwood Construction.  Mr. Moulton has held several management and on-site positions with two of the largest apartment construction companies in the United States.  Mr. Moulton has command of current multiple housing construction costs throughout several states and has personal knowledge of the abilities and reliability of subcontractors involved in apartment construction.  While employed with Trammel Crow Company, Mr. Moulton was the project manager of several large properties, totaling more than 1,100 units located in the state of Texas.


Tara Moulton, Vice President, is the Chief Financial Officer of Oakwood Construction Company.  While employed with Plante & Moran, PLLC, Mrs. Moulton worked substantially with construction contractors and developed extensive experience in all aspects of accounting as related to the construction industry. She is assisted by accounting and office staff experienced in all accounting and reporting requirements as requested by the Michigan State Housing Development Authority and HUD, including Davis Bacon rules.


Cheryl Walter, Project Manager, has held a variety of positions within the construction industry.  She graduated from Western Michigan University with a Bachelor’s of Science Degree in Construction Engineering.  Ms. Walter started her experience with Professional Service Industries as a geotechnical laboratory technician responsible for receiving, cataloging and processing soil samples and assisting the project manager in writing geotechnical reports.   From there she worked as a Project Engineer for Granger Construction Company overseeing projects through all stage including: writing scopes of work, bidding projects, processing contracts and change orders, submittal process, scheduling, and project close out.  Ms. Walter also assisted in the commissioning process and implemented ISO policies during this time.  Next, she became the Commissioning Manager for John E Green, a mechanical company, overseeing the commissioning process for all projects managed by their Lansing Branch, and worked on MSU’s campus in this capacity.   Currently with Oakwood Construction, Ms. Walter is one of the Project Managers.   She is responsible for all stages of the projects from composing Invitation to Bid through project closeout, including submittals, scheduling, change orders, and daily problem solving.  Ms. Walter has worked directly with architects, owners and subcontractors throughout her experience.  


Cory Muzzy, Project Manager, has acquired an education on both the design and construction side of the building environment from Ferris State University - an ACCE accredited college. Mr. Muzzy started his construction management experience as a Project Engineer with Allied Building Service Company of Detroit, Inc where he assisted project managers with putting bid packages together, material procurement, material takeoffs, field verifications, RFI’s, writing scopes for subcontractors, submittals, scheduling, meeting minutes, and close-out documents. Currently with Oakwood Construction, Mr. Muzzy is a Project Manager responsible for bidding projects, processing RFI’s, obtaining submittals, processing change order requests and acquiring close-out documents.


Thomas Sleeper, Project Manager, graduated from Ferris State University with a BS in Construction Management. Mr. Sleeper worked in the arena of project management in the Grand Rapids, MI market for 21 years. He began with DeJager Construction in Grand Rapids as an estimator and project manager. After receiving his Construction Management degree, he moved on to C.D. Barnes Associates, Inc also in Grand Rapids, and became a Senior Project Manager. Mr. Sleeper also was involved in estimating and headed up many design build teams throughout his time with C.D. Barnes Associates. Mr. Sleeper joined Oakwood Construction in the winter of 2016 and as a project manager is involved in estimating, writing bid scopes, scheduling and managing multiple projects.
